Can I lay new concrete over a crumbling concrete stoop?

I have a small (5' x 5') concrete stoop and the top layer is crumbling. I have read contradicting articles on the internet about laying new concrete on top of it. It only needs 2-4". If it is possible, what do I need to know?

Answer:
Yes, I saw this on DIY network yesterday on Desperate Landscapes. Clean the concrete really well with abroom and then get the stoop damp. You can then put new concrete over the existing and it will stick. This method is only temporary and will last a couple years. Here is the website where you can see it... Hope this helps!
