Had concrete poured now outside electricity does not work. When i turn switch on for outside the circuit trips

i am unable to set the breaker to on until the switch has been turned back off. What likely is causing the problem, and how can i cheaply get this fixed?

Answer:
Did the people pouring the concrete use a vibrator? and was it pluged into that circuit?
There are several possiblities.
A- when they pluged into the receptical they broke something inside.
B- Vibrators are usually 20 amp. They may have "FRIED" the breaker.
First I would pull the receptical out of it's box and disconnect. Put caps on the ends of the wire and turn the breaker back on. If it seems ok, then there is a problem in the receptical,(maybe) Replace the receptical $4-5. Then retry breaker. If this doesn't work replace the breaker $8-10 each. Also when you have the breaker out look closely at the terminals in the panel. If they show signs of burning, it's time to call in a electrician. Also when the receptical is out look for problems in the box. 110 normally won't kill but it does hurt. be carefull.
